It's well possible that the building permit did not allow a driveway as wide as the builder created. So the contractor doing the curb limited it accordingly. Or it's a simple mistake.

Notice how the circular driveway is impeded by the curb. When I built the house in 1989, the original circular driveway had to be narrower on both sides. A subsequent buyer preferred wider driveways and narrowed the island between. Unless a later buyer insists on a city inspection or some neighbour makes a great fuss, the drive stays as it is. The driveway installer didn't take his concrete saw to the curb as it's city property.

This is very likely the case, but also keep in mind that transitioning down from a 4-6” high curb needs to be done gradually. This keeps the curb from being too sharp.
